Miller made a documentary chronicling the residents&apos; efforts to fight city officials after they began receiving water bills as high as $10,000.  Miller&apos;s film, &quot;The Waterfront,&quot; was screened at the University of Michigan-Dearborn last Wednesday.</description>

In an e-mail sent out last Wednesday to all registered students, Associate Vice Chancellor of Finance Robert Gassel cited Michigan&apos;s economic crisis and the school&apos;s effort to quell rising tuition costs as reason for the change.</description>
